Please edit the active configuration IMP_NG_EHS5_REMOTE1 from the picture and check what device is configured inside. It should also be IMP_NG_EHS5_REMOTE1 and not IMP_NG_EHS5.
This "Debug RAS connection is not installed!" message means that there is something wrong with the debug connection installation - the device is not installed or does not work correctly. You should check in Windows Device Manager if you have "Cinterion EHSX Java Debug Modem" installed.
Normally the solution for that is to reinstall it (which you have already done) - you can run the setup or just the IMPDbgConnectionSetup.exe. Please close all the terminal connections, Eclipse, and OJMEE Device Manager (you'll find it in the system tray if running - it's started by the debugger) and restart the module before that.
If this will not help there might be some problem in the Windows system with USB drivers - please try to uninstall the Cinterion EHSX Java Debug Modem first or find some freeware program that will show you all (even hidden or unused) USB devices in the system and delete all Cinterion modems and devices.
If this will not help please check if you are using some other USB devices like flash drives, other modems or others - maybe there's some conflict with them you can try to disconnect them and delete other unused USB devices from the system.
