I'm in the UK using an O2 data only SIM which I tested as working today in a phone. I can see networks OK:

I have a CID setup correctly(?)

but when I try to connect I get this error:

AT+CEER

OK
CREG cycles between 1 and 3 and CEREG cycles 0,2 then 3 meaning (?) registration denied.
As I say, the SIM works in a phone so I'm clearly doing something wrong. Any help would be greatly appreciated!
Making progress. Seems LTE is limited here, I manually specified GSM and got CREG=1 and CEREG=4.
Just need to figure out how to start a GSM data connection ... because AT^SWWAN still errors the same way.

Maybe this APN is not appropriate. Please try to check with your MNO what is the proper APN.
Please make sure that all RAT's are enabled with AT^SXRAT?, deregister with AT+COPS=2, delete this APN by setting for instance AT+CGDCONT=1,"IP" or AT+CGDCONT=1,"IPV4V6". Then try automatic registration with AT+COPS=0. You may enable CREG URC with AT+CREG=2 and also AT+CEREG=2. Wait some time and see what happens. You may also reboot the module and check again.
If it registered to 4G, check AT+CGDCONT?.

I followed you instructions and it does now auto register but only for GSM (4G is weak in this region).
There is no update to +CGDCONT after registration?
I checked the APN with our SIM supplier and updated it. Attempting to connect results in an SM activation error.
There was a problem with the SIM. To quote the supplier's tech:"The IP wasn’t right on that SIM"
Once that was corrected, AT+COPS=0 gives CREG:0,1 and CEREG:0,1. The CID is autopopulated and we can connect just fine.

The APN can only be auto-filled when attached to LTE. You can also try to force LTE with AT^SXRAT=3 to check if it is possible to attach to LTE in your test area.
This error suggests that either your APN is not correct or you should try with "IPV4V6".
Check also AT+CGATT? (if 1) and AT+CGACT? outputs.
You can also enable more URCs related to PS domain to see what's going on with:
AT+CGEREP=2
AT^SIND="psinfo",1
